Abstract

The National Solid Waste Policy (NSWP) enabled a more integrated view of the waste chain, addressing reverse logistics, shared responsibility and correct waste management. According to IBAMA's 2020 Tire Report, in 2019, only 15 municipalities in Ceará had points for receiving waste tires. Faced with this, the Government of Ceará opened the Call Notice nº 02/2020 for the implementation of reverse logistics systems for waste tires. Due to the fact that serving all municipalities simultaneously is financially unfeasible for the State, it is necessary to choose strategic locations that can receive the largest possible number of tires and enable the effectiveness of the system. Therefore, the present work aims to verify which municipalities are more strategic for the implementation of "Central Collection Points", considering the vehicle fleet, the number of inhabitants and the size of the Municipal Waste Center (CMR) parameters. The Simple Additive Weighting (SAW) tool was used with the aid of Excel software to verify the preferable municipalities. As a result of the evaluations, it was found that the 3 most viable municipalities to serve as "Central Collection Points" in the selected municipal waste management consortia using attributes with the following weights: 40% for the vehicle fleet, 20% for the number of inhabitants and 40% for the size of the CMR. It was found that the results obtained can serve as a basis for directing the State Government to define the municipalities that will have “Central Collection Points” in the tire reverse logistics system.
